Opening with a bold, brash chord, Who Cares masters the art of loud quiet as it progresses through wave after wave of unexpected composition. Melancholic vocals drift through it all, and we get some stirring harmonies. Dream pop gives way to garage rock and punk in a track that’s beautifully undefinable.
